Legislating instructional technology and design

A bill introduced last Friday in the U.S. House of Representatives, called the Technology, Equality, and Accessibility in College and Higher Education (Teach) Act, seeks to require the availability of instructional technology to disabled students. Also, the bill seeks to propose guidelines for the development of instructional materials used in higher education.
